Greetings Neighbor!

REMINDER: Our next civic meeting is Monday, November 6th at Beach Green Dunes Eats & Arts, 45-19 Rockaway Beach Blvd. ECCA has partnered with FRANC (Far Rockaway/Arverne Non-Profit Coalition) to discuss Participatory Budgeting, how it can help the community and what you can do to make that happen. We will be starting at 6pm and immediately following will be the civic meeting at 7pm. Food and refreshments will be provided to all in attendance. On the civic agenda we have Councilmember Selvena Brooks-Powers, Assemblywoman Stacey Phefer-Amato, NYC Department of Transportation, NYC Parks and Arverne East Nature Preserve will be in attendance. A separate email will be sent out with the full agenda. Please be sure to share and come with a neighbor!

Get FREE Paper Lawn and Leaf Bags to Distribute at Your Public Events!

Your organization can order free paper lawn and leaf bags to help New Yorkers comply with mandatory leaf and yard waste separation Please note, leaf bag inventory is on a first come, first serve basis. This form is for organizations only, not for individual residents.

How to Compost:

Leaf and Yard Waste

Leaves, grass, garden trimmings, plants and flowers


  • Place in any labeled bin (55 gallons or less) with a secure lid or DSNY brown bin

  • Use a clear plastic bag or paper leaf bag.


Bundle twigs and branches with twine and place on curb next to bins or bags.

Food Scraps and Food-Soiled Paper

Includes ALL food scraps and food-soiled paper, including meat, bones, dairy, and greasy uncoated paper.


  • Place in any labeled bin (55 gallons or less) with a secure lid or in your DSNY brown bin. Order a free Composting Bin Decal.

  • Line your bin with a bag to keep it clean.

  • Tie the bag closed before putting the bin out for collection.

  • Write your address on your bin.


Composting is Mandatory!

Leaf and yard waste separation from trash is mandatory.

Separation of food waste and food-soiled paper from trash is now mandatory. The warning period for Queens (and all boroughs as service expands) runs through Spring 2025. Starting Spring 2025, all NYC residents will be subject to fines.
